If I remember correctly there are signs saying dogs are not allowed. People bring dogs anyway and other people don't seem to bother.
The park website has a Restrictions section, see https://sunnyvale.ca.gov/community/parks/baylands.htm which states: "Pets; no dogs even on leash" That said, if I recall correctly I have seen people bring their dogs, I guess at the risk of getting told to leave or fined by park rangers.
