No water fountains that I have seen. Yes on restrooms.
They have porta potties. You have to bring your own water. Old Agoura park just around the corner has drinking fountains. They've had an alternate parking lot open for a while now since the bridge burned down but they do close it after significant rainfall. Come on a dry day and you should have plenty of parking.
FYI road was closed to this location when I went last in early March 2019 from fire then water damage.
