You can call spacex threw the number posted online or on there FB page. They can direct you to some one who may be able to answer questions tho most info is proprietary and is unavailable to people outside of spacex.
Elon Musk is the owner, he'll probably know everything, but an employee might be able to help if you can find spacex's number
Anyone can write to them but you will probably get a faster response if you research your question. Check Elons twitter, or the official spacex social media accounts. Due to federal law employees cant confirm anything. Good luck!
Go to their website and look for a portal to the Falcon X rocket. Hopefully it will have engineering white paper links on the webpage.
