Hi..A Costco membership is required to get into the door and into the food court at many locations..some Costcos have the food court outdoors so a membership is not required..I hope that helps

From what I was told from Costco food court employee , If you are paying cash yes need membership. If paying with card pay at the Kiosk and assuming that they would ask for membership. Hope that helps.
