I don't know where is says free, but applewhite campsite have a fee per day and overnight. I think is from 11:00 a.m- 10:00 a.m. If you're going only for a picnic day, you're only required a adventure pass like $5 a day or $35 per year( even if you're parking on the side of the road) picnic area
