is there any animal shelters that will board dogs temporarily. maybe a not for profit that could help someone in an emergency situation?

I would call them maybe they could help with a foster until you can get your dog back

You would have to relinquish your dog to the shelter in order for it to stay there. Besides veterinarians the only place I know that will board dogs is places like wolfs play and stay and other doggie daycares. Most of them do boarding too

I'm not 100% sure but I say call them and see if they do
