I believe they want then in those brown bags only...I never have seen any of my neighbors with limbs or branches left out for pickup just the large brown bags. so I dont believe they pick up loose debri. That is just from what I have observed.
No more than 40lbs. 3 ft long limbs/branches no bigger than 3inches diameter.
