I think it is because they have the plexiglass partitions between the booths/tables. Texas Roadhouse probably doesn't make the rules, I am sure they follow state guidelines as well. One question, if you are high risk, why are you putting yourself at risk?? There are guidelines for those that are high risk as well.
Texas Roadhouse has it together better than most restaurants. There is distance and plexiglass. There are empty tables. Most importantly, there is additional cleaning.
