For the picnic area do I need to reserve it or first come first serve? Can we bbq at the picinic area?

It's first come first serve and there are BBQ pits. No food or drinks allowed near the creek though. Be sure to buy your pass in gas station upon exiting the freeway

You need to buy a pass from the gas station on the freeway exit.
