David is correct. We parked on the street (the fee lot was full) and then walked for free through the entrance where a ranger handed us a leaflet (i.e. we where not dodging any pay station).

Only parking fee will be charged, you can park outside of the reserve area for free.

I parked on the crowded street to avoid the huge line that had formed to get into the parking, the walk in was enjoyable just being able to see the hills from a far.
