If you have a warrant issues for your charge of disorderly conduct, you need to come to the court house to the information window and request to be scheduled into court for a cancel warrant. My suggestion is to just go to the courthouse and have someone at one of the windows to look up your case and see what's going on with it. They will tell you if it's in warrant and then get you scheduled in to take care of it.
A few different ways: 1) You were ticketed/booked for the offense, and then failed to appear in court. (Someone also could have used your name and info instead of their own while dealing with the police). 2) An officer recognized you in violation of the ordinance, but was unable to arrest you at the time of the violation and they swore out a warrant for you. 3) A private citizen made a police report against you, and then that same person applied for a warrant by affidavit through the City Prosecutor's Office and the prosecutor approved the affidavit.
