Understand that the typical soldier or sailer cannot afford to golf at Pebble Beach and other recreational facilities may not be locally available so there is the Morale Welfare system at all military stations. These cost the taxpayers nothing because they are only funded by user fees and profits from the Post and Bases Exchange. They are for the benefit of the servicemembers and not open to the public.
