mdstx123 is right that you should get legal advice from an attorney. Slight correction though: the Sixth District Court of Appeal is a California state appellate court. It hears appeals from the decisions of California state trial courts in a six-county district. Your car, if you decide to pursue it, would almost certainly have to commence in a state (or possibly federal) trial court. But you need legal advice to know how to proceed.

This is something you should address with a lawyer, they would be able to provide you with options on what, if anything, can be done in your situation. Either way, depending on the amount, this may be something you can maybe take to the small claims court or similar as this type of dispute is not within the scope of the court of appeals. The court of appeals hears challenges to district court decisions from courts located within its circuit, also appeals from decisions of federal administrative agencies.
