It uses factory list price of the car when it was new. Then the rate charged is based on the year of the car. It is highest when new and goes down for the first 6 years. Then if you keep it, it remains the same. If you buy a car which is 6 years old or older, it begins at the lowest rate and stays there.
It depends on year and cost of vehicle and how many months you are registering it for. A full 12 months registration will cost more than say 9 months.
