Only if you are interested in adopting they will let you play with animals. Usually you can walk through the cages to see them but you are not allowed to touch them since if they scratch or bite someone, it can can delay their adoption by the week. Yes, it is difficult to know animal just by looking at them but it's for the safety of the animals and us.
