You must be 18 years of age in Massachusetts to be tattooed, regardless of parental consent. In New England CT is the only state in which it is legal to tattoo minors with parental consent.
Pretty sure that in Massachusetts it is illegal to tattoo anyone under 18 years of age regardless of parental consent.
