No you do not, but to get a discount you do.
It's a nice place to go and sit and read/ talk to someone. But for activities you have to register in advance. RC residents get a discount. Prices are in the quarterly magazine "the grapevine". There might be some events/ classes that are only for residents but that's not many. They might have a fancy event like an art show, that's open to the public. They have Medicare insurance reps sometimes, that didn't cost us anything and no one asked where we lived.
You only have to be a resident if you want to take the discount
