We've been there mostly in the mornings. It may also be a little chilly so packing/wearing a light jacket might help. The staff is always friendly. If you have something with optical zoom you can get some great pics.

I've been there around noon and was able to see a few whales. I recommend to bring binoculars if you don't have any they rent them there.
