Yes, you may bring your own food or drink on the Caltrain and Amtrak trains. You can, also purchase snacks items at the news stand before you board. But Amtrak has a dining car that has food available with the regular "convience" mark up. The further you travel the better the onboard food options. It goes from snacks to sit down dinners.
