I am not sure it's safe, the waves some times appear to be very high good for surfing, but I'm not sure it's safe for kayaks , I have never seen one kayak there.

Yes you may. I've seen people surfing here, launching straight from the beach. Though you'll have to carry it down to the beach. Parking lot is on a little hill. There is a state park ranger and life guard patrol (no station) available during popular hours.
