The state DMV requires fees to trasfer vehicle titles. The purchase or gift of vehicles does not include any DMV fees. Normally the tile transfer and registration are done at the same time. I just had to do that very same thing.
It is always best to do all transactions at once and at one location. Sometimes they know the order or some other thing to do to reduce fees. On the other hand there are two different things with the DMV and I don't think you can get out of it. Because it is a salvage you may experience other problems like paying more for insurance etc.

I am customer...you will have to call....but, change of title, does seems it should be...but just Google'd...and is separate. Bummer!
