Keep in mind if you do not live in a cul de sac...there are jackrabits ...deer ...coyotes...farm animals ...that trigger a dog to bark....they are protecting their property. So if you decided to move to the country...it will not be like a city neighborhood.
Buy some ear plugs and have a polite conversation with your neighbor the dog owner during the daylight when you've had time to get some good coffee in you and are ready for a peaceful resolution. Hopefully your neighbor will be willing to do their part to keep the dog quiet at night in the future. If its a puppy, know that it will take a couple nights, at least, until its not scared to be alone at night. If all else fails, call animal control for advice and any next steps that you can then take if needed. Good luck.
File a complaint with animal control. They will investigate and warn the owners. If the owners do not take action after three warnings then more severe measures can be take by animal control.
