Yes they have stocked the lake with fish and yes you need a fishing license to fish. Have lots of fun...
You do need a license for any public waterways. If the waterway is private, and isn't fed or drained by "wild" streams, not necessary.
If course you always need a license
If you're fishing anywhere in the United States you need a fishing license.
