No permit needed. Quite the opposite, visitors are welcomed and encouraged. A visit to the visitors center is very enlightening.

It is a very popular place to take pictures especially this time of year. They have some of the best Christmas lights anywhere around. There is always an impressive view of the bay and San Francisco.

No, you do not need a permit to take pictures either inside or outside the temple grounds. There's also a terrace on top of the temple that's good for taking pictures overlooking the Bay
