Depends on what you like and when you are there. Sometimes the lower sites (kelsey creek) will be partially flooded... Sometimes in the middle of lower people will walk through your campsite instead of around to get to restroom. Middle of the week you may have the upper campground completely to yourself. Some of the upper views are phenomenal. Also more wildlife in the upper, deer, etc.
All the lower site are good. Higher up not so good.
