You can buy seeds for Mums at any hardware, gardening or home improvement store. Mums are usually sold as "starter plants", they also are perennials. They're often treated as "annuals' by experienced Gardner's . If you choose to start from seed, you'll want to start them indoors in late summer/autumn into winter. During the growing process you would want to pinch the ends of the stems, they will push out into a healthier/bushy plant with more flowers. After the long incubation period from seed, you may take them outside to enjoy the plentiful amount of sun and moisture in the early summer period.

Some mums are annuals and some are perinnials. As far as i know none are native though so not as good a choice as some of the asters and other late bloomers.
I've never started them from seeds I've always bought a small mum they come back every year and will spread to other areas.
