The way the program works is if the tattoo is openly visible meaning from your wrist down or neck up you are automatically eligible to receive the tattoo removal treatment free of charge. If the tattoos are not in an immediately visible area such as underneath clothing if they are gang-related tattoos they still fall under the criteria that must be met.
