The pool is open in February and it is heated. The snack shack located by the pool is seasonal, it may be closed, best to contact the hotel directly. Rentals are available year round.
The beach rentals should all be open. Only thing that most likely that will be closed is the pool food and drink shack as it will be to cold to swim. They have a full service bar and restaurant off the lobby
San Diego is a beautiful town with great weather. I don't think service will change. I would call the hotel you dinner check, staff is everything friendly and accommodating.
