In general, commercial drones have a limited distance in which one can control them. Therefore, it is likely that whomever is flying the drone is in your neighborhood themselves. Unless you live near an airport or military installation it is highly unlikely that the airspace over your neighborhood is restricted. The simple answer to your question is most likely, yes.
I bet there's some privacy law against that. But if it's just kids playing around I wouldn't be too concerned
