So I have a buddy scooter that when the key is in the igtion the power is on but does not start. I change oil, gas and kick start.., what do I do??

Make sure kill switch is turned to off position. If it is not starting with kick start its not battery problem. It is something else like a bad spark plug, flodded engine etc.
