You need to have a permit and a park ranger present. I have a friend who is a park ranger there. If you want to do an event with a bonfire you can call and ask for a park ranger to be at the event.

Kind of. Has to be after hours (park ranger present) and you need to be approved. They "offered" a bonfire when we had our wedding there.
