For bird watching I normally go at sunrise. After 10 you may have trouble finding a parking spot. No pets.
Also at dusk when the birds fly in to roost is a good time to visit. It's early in the season for middle of the day, but in January thru March, all day you can see quite a variety.
Try to go before 10:00.
To see birds, morning may be good i guess. Afternoon its very hot
Probably early morning when they open.
