My memory tells me that they always check your membership card before you check-out. You can use a different form of payment but I believe You MUST have a membership card, to check out.

you need a membership to go inside the warehouse.. once you're in you can purchase thru the kiosk without a card..
Food courts don't check membership cards, but most food courts are in the store so you have to show your membership to get in. You can always tell the person at the door you want to go to the membership desk and then go to the food court instead.
When you go to a cashier, they'll ask you for your club card to scan it. And when you use a kiosk, you have to swipe your club card before you make a payment.
I never heard of that before at any Costco stores I been to yet.
