Officially no bikes on pedestrian walk around Head Island loop, otherwise a great bike ride.

Can I have picnics up on the hill area near the fort or castle? I wanted it there because it has a nice view of the sea, but I have around 10 people and I’m not sure if I need a permit to have a picnic around there.
