If I bring a backpack do a need to pay rental of a locker for the first hour or are they going to be similar like universal that you can get a locker for free the first hour with a restrictions for every attraction

Lockers are free.

Lockers are free i wouldnt count on them to be readily available on popular rides on very busy days like holiday weekends. I would put the bag away at a less busy ride and maybe leave it there for a bit.
