Will Busch gardens start the rides if it is raining and there is no thunder or lightning?

They certainly dud yesterday.

I'm pretty sure they will still run them in light rain but not heavy, and definitely not when lightning and thunder are present. We were there yesterday with a drizzle and most the rides still were on. Falcon's Fury broke about 5 or 6 and it still wasn't fixed when we left at 10.
