It would depend on your passes and how many parks your allowed. I have a platiem pass and it allows me to go to 11 parks not all are in my state which is Florida, however I can't see why if you paid for your tickets why they'd wouldn't transfer your passes. However you can call customer service and ask them directly so your not getting mis-information, hope this helps you.
I agree with Dr. Cramer. If your willing to exchange your Williamsburg passes for Tampa, and prove to them that you are now a Florida resident, they may accommodate you. Never hurts to ask and plead your case.
Look at your pass, it should state on there whether you can go to another park. If it says Busch Gardens Williamsburg then its only for that park.
If they don't include both parks it won't transfer a one park pass at both parks..... Usually only good for the Williamsburg park if it doesn't say it's good for all parks... Worth asking the park itself tho.
