There are a few different terminals, so it depends which cruiseline. They are near Downtown Tampa which is a short drive from airport. Just make sure you know which terminal you are going to, particularly if you take an uber, as not all cabbies know.
Jose, the cabbies know exactly where to go tell them Royal Caribbean. A good deal is the shuttle with the Veterans. If you're at the hotel, ask the front desk to ring them for you. You can purchase your return ticket at the same time, discounted, for either a hotel or airport shuttle.
