As indicated, public housing is tied to a unit and the only way to transfer assistance is through a Housing Chouce Voucher; however, most lists are closed. You any want to find out if there are any RAD lists open and make application. After a year or when funding is available, you may be able to get a voucher. RAD is covered Public Housing.
