Is this a place where a 15 y/o can get their learners permit if they've already completed the 4 hour course and the permit exam online? I have the printed certificate and the website says the state was immediately notified once I finished the exam.

Yes- we do issue learner permits and they are printed in office. Please make sure to bring your certified birth certificate or passport, proof of your social security number and two proofs of mail with your name and address listed, as a minor you can bring in proof with your parent or guardians name and address, if you have had a name change we will require certified proof as well. Please make sure you are accompanied by a parent/guardian when you come to get your permit. I hope this information is helpful.
