I ham having the same issue with the help line. You have to go through the help line now to reach your worker. They will send your case worker some sort of message to contact you and what it is about. Then it takes 2 to 5 business days. It has worked in the past. When I called today no one ever picked up the phone.
The gov in IHSS "has cut off their nose to spite their face". They can't get communicated with. It is a hot mess.
