There's no fee. On the 4th of July and summer concerts in the park there are food booths which do charge for the food.
No tickets needed for the park. It's open to public. If there was an event, there could be possibility of needing a ticket.
Memorial Park is a well maintained open park for public use. If you have a large gathering, contact Claremont Parks and Recreation to reserve tables. Not sure if there's a fee, but we have had good luck using unreserved areas.
