I think it would be hard for a 3 year old to stay safe. It's a little dark and people are focused chest high so there is a good chance of getting stepped on when you are smaller. The gun and jacket may be a little heavy for them as well.
Yes ..but under the supervision of adults
You can accompany them the whole time but I doubt they'll be able to wear the pack and handle the gun
