According to their official website, as of 9/4/17: "Bicyclists and people on roller skates, roller blades and scooters are allowed on Tuesdays and Thursdays from noon until closing and on Sundays from opening until 11:00 a.m. on the paved Lakeside Trail and roads."
You can but not allowed on weekends
I have never seen bikes on the 3 mile loop walking trail. I haven't actually seen signs prohibiting it, but also haven't looked hard for them. Having never seen bikes on this trail is one reason why I love it. You can walk and run without also worrying and navigating bikes.
