Buying at fair will usually run you more then just buying a costume. I reccomend looking around thrift near Halloween time and Halloween stores the week after Oct, for the most savings.
The reason costumes are expensive there is because they are all hand made one by one not mass produced in China with cheap labor and materials. The artists that make and sell items are generally trying to make a living off what they make and still have to give a percentage to the organizers. Not being able to afford costumes is why I make them so you can get creative and just by an accessory like jewelry.
