Do you have a business license? You should be able to purchase with that. They sell wholesale to public sometimes. I'm not sure.
To buy wholesales you have to talk to the owner of the shop. There is no license or set up required. I've found it easier to show up early 9ish , that's when all the owners have deals . The more you buy the cheaper it is.
