Can my daughter pass through the border by car to USA from Mexico? She's an adult and a us citizen but her passport expired 2 years ago. She also had her license and birth certificate. Can someone please help me.

Yes, the only thing she needs to present is the US birth certificate if she was born in the US. No passport needed to travel by land most of the time
