Not sure about a tour, but there are paved Pathways around the tar pits and it's very easy for someone to be pushed in a wheelchair without any problems.

I believe it's disability accessible on the paths ..should allow for anyone wheelchair bound to be able navigate their way through with ease

There is no tour for limited mobility folks. You should be able to navigate with crutches, scooter, or wheel chair on the paved paths.

Yes, there are sidewalks through the park to view multiple tar pits.

I'm not aware of any regularly scheduled docent tours. I believe groups, such as school groups, can be scheduled. "Talks" are given as available, which are more or less one on one. The last time I visited instruction was given from "the fishbowl"
