I went to LIGO once. So here comes my (obviously unofficial) answers based on my memory and understanding: 1. Gravitational waves happen all the time in the universe. However we would only be able to detect some of them, when they setup and turn on that observatory, and happen to notice some unusual signal. Think about an analogy: what was the time peroid for my radio to receive some radio signal? The answer is those signals exist all the time nowadays. As long as your radio is on and tune into the proper frequency, you would receive them. 2. Does it sound? Nope. Gravitational waves are not audible sound waves.
