The whale watching season begins in early May and ends in Mid October. Whale are here year round, but some will migrate Nov-March. Even though the majority of whales are here in the high summer months there can often be some great whale watching in the spring and fall. So there really is no way to predict the "best time" to see whales as the sightings vary as whales shift around all summer long.

April to September seems to be good for a "season." They come back to feed around April, and are active. Around September into October they migrate south. Does that help?
